Abstract

Abstract
Intrudoction: The purpose of this research was to presentation of the model to enhance the human resources productivity productivity to Improve the General Health Goals of the Welfare Organization. In this regard, identification and explanation of dimension and factors affecting human resource efficiency in the welfare organization of the country were addressed.
Methodology: The research method was correlated with the structural model approach. The statistical population of the study consisted of all employees of the Welfare Office in Tehran province during the years 2019. Using a random sampling method, 320 subjects were selected as sample. In this research, data collection was done by library method and researcher-made questionnaire. Validity of the researcher made questionnaire was confirmed through formal validity, content and structure, and its reliability was confirmed by Cronbach's alpha coefficient and combined reliability. In this research, descriptive statistics and descriptive statistics were used to describe the demographic characteristics and the variables of frequency, table and graph. In the inferential part, in order to test the research questions, we used the modeling of structural equations, Friedman test and Spss software and Lisrel was used.
Results: Among the 88 indicators extracted from theoretical and historical bases, 14 main factors including 4 productivity components and 10 factors influencing human resource productivity were detectable. The components of human resource efficiency included effectiveness, efficiency, commitment and cooperation in problem solving.
Conclusion: Factors affecting human resource efficiency to improve the general health goals of the Welfare organization were: ability, perception of role, organizational culture, organizational structure, leadership style, Motivational factors, Physical Space, Empowerment, Competitiveness and Creativity. Therefore, by improving the productivity components and controlling the factors affecting human resource productivity in the Welfare Organization, we can expect to increase the level of health in country.
