Presenting a Conceptual Model for Evaluating the Implementation of Administrative System Policy: A Case Study of Executive Bodies and Medical Universities of Semnan Province

Abstract

Introduction: Considering the formulation of general policies of the administrative system, development programs, etc., in the eleventh and twelfth governments, as well as the adaptation of these policies in institutions related to public health, the purpose of this study is to provide a conceptual model of dimensions, categories. Macro and basic is the evaluation of administrative system reform programs implemented in medical universities in Semnan province.
Methods: The research paradigm is an interpretation that was used with an inductive approach of the data theory theory strategy, in addition to the data obtained from the review of relevant texts, the opinions of presenters, observers and policy makers are also used; Thus, while analyzing the content of texts related to policy evaluation, administrative reform programs and documents related to the administrative reform program, snowball sampling was used to obtain the opinions of stakeholders. In this study, after interviewing 12 people in 37 sessions No new data appeared and theoretical saturation occurred.
Results:  Extracting a systemic conceptual model from the administrative system reform programs of the first and second periods implemented in the executive bodies of Semnan University of Medical Sciences includes 280 basic concepts, 71 basic categories, 9 macro categories and six dimensions.
Conclusion: Current evaluation of administrative policy in the executive organs of Semnan province with characteristics; Method-oriented, goal-oriented, retrospective and focused on the implementation of the policy-making process that these results can be used in designing a comprehensive system of administrative policy evaluation of medical universities in Semnan province.
