Introduction: The aim of the present study was to investigate the causal relationship between organizational culture and organizational efficiency with the mediating role of organizational silence, job stress, and political behavior in employees of the Ministry of Sports and Youth.
Methods The present study was descriptive and the causal relationship was structural equation. The statistical population of the study was all employees of the Ministry of Sports and Youth (N = 890); according to the Krejci and Morgan table, 396 people were selected as the research sample by simple random sampling method. To measure the research variables, the Serajzadeh Organizational Culture Questionnaire quoted from Glock and Stark was used for organizational culture, the Hsu Organizational Efficiency Questionnaire (2002) was used for organizational culture, the Niehoff and Moorman Organizational Silence Questionnaire was used for organizational efficiency, the Elonen Job Stress Questionnaire was used for job stress, and the Minnesota Political Behavior Questionnaire (MSQ) was used for political behavior.
Results: Statistical results showed that the mediating role of organizational silence and job stress is positive and direct, and by reducing organizational silence and job stress, the causal relationship between organizational culture and organizational efficiency is strengthened. However, political behavior cannot have an effective mediating role in the causal relationship between organizational culture and organizational efficiency.
Conclusion: The results of the study showed that both organizational silence and job stress are inversely and significantly related to organizational efficiency, and their increase causes a decrease in efficiency. Also, organizational culture has a significant effect on the political behavior of employees, and political behavior in turn affects organizational efficiency. In general, the cultural and psychological structure of the organization plays a key role in improving or reducing efficiency.
